Recorded regarding pending legal/enforcement action and failure to appear before magistrate.  They said to call them so they can help me.

Threatening call regarding pending/legal/enforcement action and failure to appear. . .they said they could only help me if I called back.

This is a very illegal scam as they announce that they are representing a federal magistrate, IRS, etc.  Neither organization will call you;

Criminal SCAM claiming to be government related. Foreign accent. REPORT. BLOCK. CRIMINALS.
