When I called back it said it was a fundraiser - my number is on the no call list but apparently that does not work

Look at the call type: non-profits are EXEMPT from the list.

I called back and it had a very generic message about a fundraiser as well. It does not say what the fundraiser is for; sounds like a scam.

I missed this call and called back and heard a loud busy signal.
