I recognized the guy as soon as he said his name was Carter from his first call a week ago, which had a different Caller ID number (last week it was from 240-307-2429), and in which he gave a different company name, Client Services, than the name he gave last week (Economic Release Center), when last week he wanted to know if I had debt over $15,000.
He started his spiel the same way, stating that this was "Not a sales call" (a verbatim quote). He also used the same phrase "Fresh start program". There was a lot of noise in the background, like a call center. When he asked if I had any debt, I answered by mentioning that he had called last week, and that I could not speak then, or now. I asked if I could call him back at the number on caller ID, and finally, after he stumbled a bit in answering, told him I would do that.
