Promotional. They spoof their number. We have been getting calls from "SVC" for a week or so and the number has changed from 253-245-2395 to the current number. It's obviously spoofed so it can't be turned in. I have been turning them in to the PUC of Texas when I know who they are. Also, I was told by the PUC that a Texas resident can file a civil suit against violators of the state DNC list. But you have to know who they are; that's the trick. It's worth checking into.
