Who called from 4690879954

We've gotten five calls so far, when we ask who is calling, they hang up on us.  Make them stop, plz!

we got a call from this individual and when we asked who was calling they said it was kevin and then hung up.

Received a call from this number early this morning, it woke us up, not happy. No message left so I called back and the number is not in service! I am so tired of these type calls, how do they called from a invalid number? Bottom line is if I don't reconize the number I'm not going to answer it!
Why can't this type call be stopped?
