When picked up the phone, they never answered, but you know there was someone on the other line. I wish authorities to get more advanced systems to track them and arrest these criminal networks that get away with this years on end.... This must be put to an end....
they called me several times per my caller id. I called the # to see what it was and a recording comes on saying direct energy please press 1 to be put on our do not call list, which I did.

All phone numbers are recycled. No one gets rid of a number without a good reason since it a pain in the butt to notify everyone. So now you know why the former owners got rid of that number.

if it was a reputable business, then the person could say possible a complete sentence, since the caller is most likely a scammer , then they are not very bright thus are resigned to speaker in a quite abbreviated manner
