After many calls - my wife finally figured this out. Caller is a making several million dollars a year routing calls through a "rural exchange". By law - every time call goes through and someone picks up - the exchange is able to collect a termination fee from one of the major phone companies. This is a scam and though it may be merely annoying to person getting the call - it will mean higher phone rates for all eventually.
Caller ID said Frisco, TX. A voice said I would be connected. No one was there.I called the number. I got a recording that said they worked for charities to renew our membership. They said they would call back and that if I did not want them to do, I should leave my number to be removed from their list.
The caller admitted to me that they have been calling my home in order to establish when I was home and when I was not - since they were planning to burglarize my home to steal my collection of meteorites which is quite expensive. I informed them that I sold the collection - so they should stop trying to rob me. After this - the calls stopped. Protect your meteorite collection at all costs.
