This was a robo call, but it’s very clever what they’re doing. The “person” doesn’t immediately respond to hello, but instead answers a few seconds later with some excuse that their headset wasn’t working before immediately going onto some pitch on winning a vacation.

Blocked now. Hey FTC, where is the enforcement of the Do not call list ?

The DNC list only affects legit telemarketers. It also doesn't help that most scammers call from overseas on VOIP lines (spoofed caller id). Keep up with the blocking, it does help.
