11:20 PM here in San Francisco on my home phone while i was in bed, no one on other end. However, it is illegal to telemarket or do test calls after a certain hour.
Called at 2306, no one talked when I answered. I tried to call the number back and got "Sorry for the test call" and a beep. I called 411 for reverse look-up and the number is not listed.
