No response when I picked-up. A call back to that number says they are the "Capital Funding Program." A recording of a voice with a very heavy Jersey or NY accent tells you how to opt-out of receiving future calls. Don't do opt out this way! It will only indicate to these fools that the number you called from is live and may only invite future calls.
