I am in Connecticut and just got a call from this number. I do not answer if I do not recognize the caller-ID, then if they do not leave a message I assume they are a telemarketer and I block the number. So this number has been added to my blocked call list.
My phone number has been on the National Do Not Call Registry since August 2003 so if they are telemarketers, they are violating the law.
To block calls like this I got a Panasonic KX-TGE245B that allows me to block up to 250 numbers and/or area-codes. Panasonic has several new 2014 models that will block that many numbers. You simply save the CID to the blocked list. You can also block area codes by adding them to what they call a “Range List” (you are blocking the range of numbers starting with that area code).
There are several types of call blockers & call blocking phones. I suggest you get one so at least you only need to deal with any caller once.

i answered to see who or what this would and all they was hello and my name over and over and then hung up... sounded like they were in a far off call center not in texas as it claimed.... so for fun i called back and the first time all i got was a man who only spoke spanish and he just didn't know what to do and gave the phone to someone else and when i asked the name of the company it sounded like [***]... i asked them to spell it and they couldn't... i repeated what i thought i heard and they got mad but i asked them to spell it... over and over it went and finally they got mad.. and hung up...
i called back and got a woman and asked for the name of the company and she wouldn't tell me at all.. i asked her is it because you don't which one i am calling about??? and she went dead silent!
finally after much discussion with someone in the background... they concluded it was hitts... i asked her to spell it, she just kept repeating it. i said is it because you can't spell it in english? finally a man was telling her in the background how to spell it.. she just kept telling me the receptionist wasn't there... whatever..
finally a man named Manuel or Miguel took the phone and he said that they were in mexico.... i said i thought you were in texas since you are calling from a texas number, that is a crime.... he started freaking out... he knew it was a crime... he was begging me not to call and complain... he promised to never call me again and i nope.... i don't care i am reporting it.
he also said this was a software firm of some kind so they are cold calling people... it is a scam and not only is a scam they are on notice that i am reporting this... and they are still probably calling....

Looks, scammers, if you want to scam me, please pick someone who can speak good English!! It is an insult, when I have someone on the phone, and the guy can not even say clearly in English what he wants.
Could not understand company but saying stuff like cut your power bill 35 percent. not good English speaking so did not understand well. Not sure what they r selling but thinking maybe solar since one thing they ask was u get lots of sunshine lol
