Who called from 4699006590

This number is constantly calling me and leaving a message that this is the last time they are calling before the IRS files a suit against me.

I just received the same call

I received a call this morning from this number that the IRS is filing a lawsuit against me. I called the number back and it was an indian guy with a lot of noise in the background. He said he is the IRS and I need to hire a criminal lawyer or pay $7000. They have been calling me for 3 days leaving a recorded message.

Answered the call and listened to a recorded message similar to the above.  Why would I need to call back if I answered the call.  Wouldn't someone by on the line?
