I tried to call the number back and a recording said it is a non working

Got a call from this number. It was a collect call from an inmate at the local jail, so I'm not sure if it's specific to that or if it's just a collect call number in general. Hope this helps.

Receiving unsolicited calls from this number.  I don't answer and they don't leave a voice mail.  I call the number and a recorded message says it's not a working number
