Called my cell on Sunday morning. My Truecaller app identified it as spam. I didn't answer. They didn't leave a message. Blocked number.

Same here.  Two rings and stopped.  SOME PHONE CALLS ARE JUST TO CHECK AND SEE IF YOUR NUMBER IS VALID TO UPDATE LISTS OF CALLABLE NUMBERS.
Might even be a 'computer robot' doing that job.

If it rings once or twice and stops it might be a telemarketers gimmick.  They call several numbers at the same time.  If one answers, the others are disconnected, and the scammer has a sucker on his line.
