Who called from 4702976713

I keep getting a call from this number. The message is from a man named Carl Anderson in the Arbitration Dept yet he does not say what company he represents.

I have started getting calls from this number and the person does not say who they are but that it has to do with arbitration.

I received a call from this number and they have also been bothering my friends.  The message they left my friend was from Carl Anderson and they stated there was a law suit against me.  

I received a call from this number claiming there was arbitration against me. It's a recorded message from a man that asks you to press '1' to get the details about the arbitration.  I hung up.  I assume this is a scam.
