Some Mediation place saying I owe on a Payday loan, not attached to my bankruptcy. Already in litegation, wouldn't forward me mail because they'd "sent all they would" but would send an email to my email address and I could expect it within 24 hours.

Tell them to go piss up a rope! You don't have to ask them to mail you a notice of validation. They are REQUIRED to mail you a notice of validation within 5 business days of their first contact with you. As per federal regulation under the FDCPA. E-mail is proof of NOTHING!
"Mediation" is the new "in" word used in the bogus debt collection rackets. The bottom-feeders think it makes them sound more intellectual. It doesn't work. Those of us that know how the vermin think can see right through their ploys & their tactics. It's never hard. The people involved in fraudulent/bogus debt collection are never brighter than a night light.
If they won't MAIL you a notice of validation it can mean only ONE thing. They're attempting to collect an invalid/bogus debt & they're afraid of prosecution for mail fraud. That's it.
Be Safe. Be Aware

This company claims to be "Impact Mediation", it is a debt collection agency attempting to collect past due balances owed that no longer appear on your credit report (older than 7+ yrs).
This is a Catch 22, if you make a payment on this balance, it CAN/WILL show up on your credit report for another 7 yrs.
This company uses a NonFixed VoIP to make their calls. This method is popular amongst scam artists because NonFixed VoIP numbers are virtually endless and untraceable. When a number proves to be no longer useful, it is dropped and replaced with a new number.
File complaints about unwanted or unsolicited calls to the Federal Communications Commission @ www.fcc.gov you can also contact your local FBI office about suspicious calls.
