just called my cell.  no message, I did not answer it.

I answered, automated message, as soon as it said the IRS may owe me money I hung up... IRS does not use automated calling systems to call individuals...

Don't recognize the number.  Don't answer. Then black the caller. Works like a charm every time.

i keep getting a call from this number, have no clue as to who it is and they never leave a message

Spam call about IRS owing people money.
