The owner of this phone number places numerous ads on craigslist bartering bad things for good.  He does not disclose the condition of the things he offers in barter.  When he barters motor vehicles he skirts the Arizona law, by not putting the title in his name then transferring it to you, rather, he will trade someone for a vehicle, get the title from the old owner, having the old owner notarize and sign the title.  Then when he barters or sells that vehicle, he just gives the new owner the title that was signed by the old owner without doing the proper transfer process per state law.

I bought a vehicle that I could not register, and was assessed a huge fee, because the title wasn't properly transferred within 10 days of the notary date, as I bought the car from him more than 6 months after he had it notarized but never transferred to his name.  When the previous owner was contacted by myself and the DMV, he had no idea who he was.

Do not do business with him, I think his name is Jessy or something similar.
