what the heck?

3/5/14 - William Baldman called about my Visa card that I received in the mail. (I actually did receive and activated).
He is from the Visa department secured services security department.
The Visa card was not setup correctly and the security portion failed and is  not activated.
He said the card could be vulnerable for an attack or scam and that I can use the card but keep an eye out for activity that I might not have purchased.
I asked him what does he need from me.
He said he needed the card # and expiration date.
I told him well that’s not going to happen and I would not give that information to him.
He did confirm my address ….. but then again a real scammer would know my correct address also!
He said he would mail me information and the phone number I can call to have it setup correctly.
He then said goodbye.

I then called the number on the back of my Visa card (I know for sure # is legitimate)  and Agent checked my card. There are no notes on my card from the security department.
Visa card does not have a separate department and would not work that way.

I got a call from them today where can I report it?

I got this same caller number,  only was female,

Got the same call similar to Debbie's that the visa card wasn't set up correctly.
When I asked the lady for verification information to make sure she was from Visa she hung up on me.
I called the number back.  Someone lifted the receiver and hung it up.  I've been calling the number back for about an hour now.  It's mostly just busy, but occasionally someone picks up the receiver and hangs up. I figure I got all night and can tie up at least one phone line on them.
