Reverse lookup says it belongs to Paetec communications (Reading PA); seems that their website is www.paeetc.com and that they sell Voice / Internet / VOIP services. Think I'll drop them an email.
I've been getting calls from this number for several months and just had enough. I filed a complaint with the FCC (FCC Form 1088). You can too at https://esupport.fcc.gov/form1088/consumer.do...It just takes a couple minutes.
