Caller did not leave message nor speak. Chatter in background. Caller ID displayed "Local Call Area."

I got 2 calls (to my fax number) today from this number.  The report recorded 'no fax'............  Who is doing this?  I've also gotten several calls that say exactly what you are saying.....the ID displays
"Local Call Area"...................  

What can we do about it?

Received 2 calls today - decided to answer 3rd time the phone rang with this number (caller ID list Bethlehem PA) was just silence on the other end so I hung up. Phone rang immediately after I hung up from same number. Didn't bother answering it the 4th time. I live in Maryland.

This number has been calling me for a couple weeks now. I never answer it and I don't have a clue who it is.
