Claims to be a debt collector that is looking for my daughter.  He will not give a company name, or an address.  All he wants is credit card information or bank account information.  We recently moved and transferred our service to our new residence and the harasser keeps calling.  He is just begging for my daughter to file a complaint against him to the toothless FTC.
