They have a very simplistic, primitive program: they start running their message even though mine is playing concurrently. And it's so lengthy that it was still playing even after mine finished! So I could hear the end of theirs. It's that old THREATENING DEBT SCAM, either impersonating the IRS or a collections agency, "call before this goes to Federal Claims Court." You know, the one that states that you "owe taxes," and if you don't "immediately" return their toll call they're gonna take you to court or "arrest you," yadda-yadda-yadda. Boy, that was a long threat! Laughing. It seems that many of these criminals modified their CIDs in honor of the New Year, but they still keep the same area codes, suffixes and recordings. Most of them are creatures of habit and stupidity. So don't be concerned, even if you do owe money. The IRS would never communicate with you this way, anyway, and collection agencies are confined to legal parameters. Don't speak with them, and hang if you did answer and their shpiel starts. They don't really know who or where you are, and they lack imagination.

... and by the way, I tried calling them from my untraceable burner phone, and want to add that it's spoofed. It's pretty stupid of them to demand you return their call, when the number they give doesn't even exist. How can these dummies scam you if you can't call them back?!? Sheesh!
