I put him into my voicemail and he said just to call him back as soon as possible today (without mention of police).

I just called my brother who is the Chief of Police in a neighboring township. He told me to refer the caller to him. He also told me to tell all business and home owners to do the same with their local jurisdiction. If it is a legitimate service, your local police want to have you donate and will contact you to have you move forward with the caller.
