Your pest is probably using a predictive dialing system. They have a good idea what fraction of calls will be answered at any time of day. They have set their computer to call a few more than that to keep all of their operators busy at all times. When you answer and there is no one at the other end of the call the computer goofed, making a call when no operators were available.
The Do Not Call List law does not apply to charities. Even an honest charity will often hire a telemarketing firm to make telemarketing. That firm keeps 60-70% of every donation, sometimes more, to cover the cost of fundraising. Charities with Sheriff, Police, Highway Patrol, or Fire department are often much worse, keeping 97% of your donation to cover the cost of fundraising.
If you want to donate to a charity contact them directly and mail them a check. Do not donate through a telemarketing campaign.
Stop calling ! Its bad enough i get these calls but then when all they do is hang up - i cannot stand it. I am disabled and it is not easy to walk and talk. Unless i give you my number, i do not wanna talk to you !
