I have actually been called twice by the do not call registry people when I lived in New York and had filed complaints concerning legitimate companies. Each time they wanted to know if I would be willing to testify in court, and I would sign papers and have them notarized, however it never got that far so something must've been done before any court action was taken. Problem with the majority of scammers is that they are spoofing phone numbers, use numbers that cannot be called back and often they are out of the country. I still try and file any complaints, often knowing that the numbers are not valid, just in case something can be done.
