Two calls in 5 minutes - both times no one is there....or at least they don't answer

Received a call in the middle of the night from this phone number which woke me  up from a dead sleep
and when I answered no one was there.  I called this number back and get an automated message stating, "You are not approved to call this number."  Very frustrating,

repeated calls from this number with out anyone ever answering when you pick up the phone and answer

over the past month every morning I have received a phone call from 501-438-0296 no one there.
I know I am on a do not call list, I wonder if they do this just to harass people. I've never been one who has been suit happy, but when I find out who it is I will sue them for harassment. I keep very good records.
