This is a scam. Supposedly the arkansas state police association. As a former employee of the ASPA, I can tell you, this phone number was NOT our phone number! Do NOT give them any money! They do not help the ASPA and will play on your sympathy for children by using the "teddy bear program" as a way to get your money. The state police supply the teddy Bears for the troopers, not the ASPA.
