The person who posted above is lying. It's an auto dialer for a collection agency. Collection Agencies know that people won't answer 800 numbers and most people don't answer blocked numbers either so they use a computer dialer program called The Shadow which you can get an app just like it for your phone which you dial the number you want to call and it will display any phone number you want to show up on caller id and people can't call it back and get ahold of you.
