This is a Robocall from a Debt Collector, and I just got this new phone line from CenturyLink last week, I guess they are looking for the wrong person.
Not sure why CenturyLink keep doing this, they assign new phone numbers to new customers, but apparently their numbers are numbers that belonged to other people, thus they are just passing the problems from other customers to the new customers, this is NOT fair!
