signed up for employment with temp service now have telemarketers calling to further education annoying

Trying to tell me about higher education. Woman calling barely even speaks English. Ironic? Yes; and VERY annoying!!

Dont know who this is nor do I want to answer the call. Anyone know why i am receiving a call from this number and who it may be?
