Go to the police and explain that you're being harrassed, and ask them if they can do a trace. If they will, the next time she calls.. you call the police right back and tell them. They should be able to trace the call to her phone and deal with it.
Also, see if you can legally record a phone conversation with out getting permission before hand. If you CAN, record the conversation so you have physical proof for the cops. You'd have to record a couple conversations, and have the dates and times she calls. Always make sure to tell her to stop calling. Remember, this is only if you can.
