robo call: "this is your captain speaking, you will receive 2 tickets for a cruise to nassau bahamas if you answer 10 questions..."

Must iterate through phone numbers as i never receive calls like this.
I keep getting phone calls also from area code 503, and they are not leaving a message either. I have filed a complaint with the FCC, but whomever this is, they simply just register a new phone number and continue calling. This is similar to a problem I had five months ago from area code 202. It appears to be the same scam as before, and I never EVER solicited anything from these folks.
So far I have been called from 202 480-5620, 503 214-0916, 503 396-6573, and 503 214-0486.
How do I get this to stop? How is this legal for them to keep harassing me when I'm on the do-not-call list, and this is my cellphone?

called me just now. I'm a teeneger home alone on a snow day, Oregon is pretty far away, but this is a little bit creepy... Does anyone know who this person is? I would very much like to know, I have never given my phone number to anyone with a 503 area code. How did this person get my number?
To correct, the caller was not AT&T, that is just my phone service...I am asking about the identity of the caller and I got confused about what it was asking.
