Since they are not selling goods or services but if you agree with their position will ask for a donation to further their political cause, they are not required to screen against the DNC list before calling you. It is also highly likely they cannot even gain access to the list since it is designed solely for those making sales calls or qualifying you as a sales prospect for a third party. This is clearly described on the DNC site under Information for Consumers.
There is a National Pro-Life Alliance 5211 Port Royal Road Suite 500 SPRINGFIELD, VA 22151 listed as a charity using no disclosed 3rd party solicitors. They are not subject to accessing National and State Do Not Call Lists. But, they are subject to public / consumer scrutiny / PR (they don't want to be known as a bunch of punks and cowards calling). Which means that all professional and ethical businesses will place you on their internal do not call lists when asked.
