No one from the DNC will ever call you. Was this a voicemail you received, or did you pick up the phone to answer and hear this? I get this kind of thing frequently because robocallers don't know if it's a person or their answering machine so they start talking. They're recording the first part of their message while your answering machine is doing its thing. By the time it finally starts recording the robocaller they are nearly finished, and all you get on your machine is the "to be placed on the do not call ...".
And just for information, NEVER push a button or call a number or anything else. Any interaction confirms you are a "live" number and they'll never leave you alone. They'll most likely sell your information to the thousands of other jerks just like themselves. See this:
