I think it is the IRS. but you cannot call them back.  It's like a one way number. Good luck.

Todd from IRS Advocates office. He left a visual voicemail on comcast(it's automatic for voice mail). He knew way too much about our situation and when our refund was being released not to be IRS. BTW there are a lot of government numbers that only dial out. I'm a vet and it's the same with them(V.A.)
