Multiple calls a day from this number. Just called and spoke to a woman who said these are calls from the "National Debt Assistance Program", or something like that, and asked if I would like to take a survey. I said no and asked for my number to be removed from their roster. She said okay. I have answered these calls several times and there has never been anyone on the other end of the line, just a beeping noise followed by a sound like a camera shutter going off.  

Sounds like a fake company and potential scam to me.
