This is something bogus.  There is a "Top Hatter" chimney sweep service in Oregon, area code 503, but not the rest of the number.  P.S.:  A "Top Hatter" is an old slang name for a chimney sweep.  I think Bob is thinking of the "Mad Hatter" from "Alice in Wonderland."
