Someone called me from this number, but there was no one there when I picked up the phone. I tried calling back and got a recorded message informing me that I had reached "BCR".

This company also calls with two other numbers: 202-607-2748 and 202-607-2806. They usually ask for someone else.
It is against the law for them to call you more than once a day. It is also against the law for them to contact you at all, if you send a written request. You must do this if you want them to stop calling you. The company can be charged a fine if they continue to call you after you write them and ask them to stop.
First, every single time they call you, file a complaint on the FTC website. Second, write them a letter asking them to stop. Here is their address, 1-800 number and fax number:
Bureau Of Collections Recovery Inc. 7575 Corporate Way, Eden Prairie, Minnesota 55344; fax # 952-259-1191; website bureauofcollection.com or universalsystems.com (same company and same officers)
Mail, fax and email it to the company. Keep the confirmation sheet and send the letter via registered mail, that way the whoever receives has to sign for it. That way you have proof they received it.
File this complaint, even if you owe them money.
Third, write a letter to your state's Attorney General. Include a copy of the letter you wrote them.
Last, even if you owe this company money, do not accept any verbal abuse. They have no right to withdraw money from your bank accounts without approval. Do not agree to let them take payments out of your account. Buy a money order and mail it to them. Do not agree to an amount that you can't afford. The fact is that even if you pay them $1 a month, they cannot pursue further legal action against you.
They cannot threaten to send the sheriff if you do not pay, they cannot talk to you in a verbally abusive way. Keep in mind that you, the consumer, are what matters. That is why there are consumer protection laws.
Even if you owe them money, you have the right to request that they cease calling you. Pay them when you are able, on your own time table...even if it is just a dollar a month...I'm serious about that.....but make sure you do pay them once a month (if you owe them)...that way if push comes to shove, you can show that you made a payment even it was a small one.
These companies, and other companies...including utilities, cell phone companies, etc ALWAYS say that what you want to pay isn't enough. That is BS. We went through bankruptcy several years ago and our lawyer told us that as long as you make some effort to pay a creditor, they cannot pursue further legal action against you.
This applies to utility companies as well. Yes, you can get shut off and are forced to pay exorbitant amounts of money to get your service reconnected. However, if you call them before you are shut off and they tell you that you HAVE to pay a certain amount, tell them you will pay what you can. Buy a money order and mail it or take it in. What can they do really? You made a payment. If they call you or shut off your service, contact your Attorney General office and file a complain on the FTC website. It won't get your service reconnected, I think, but it will create a trail showing what happened.
This is the National Attorney General website with links, addresses, etc for your state's AG.
Good luck, don't wait three months with unending telephone calls and harassment. Do this right away, every single time you are contacted by them. If you see a local number you do not recognize, Google it and see if it is connected to this company.
They call me at 9:45 am, and at least two or three times a day, everyday. They never leave a message. I am sick of these ppl. Harassment is what it is.
