Who called from 5042109814

Called my home this a.m. - As soon as heard beginning of message (I won a cruise) I hung up.  How do these people get away with these annoying calls?  What happened to the National Do No Call List?

I received a call on my cell from 504-210-9814 but no one was there When I answered and no message was left. We're on the do not call list, how are these calls getting through?

Called cell 10:24 a.m.  Didn't answer.  Unknown number from Louisiana.  Left no message.
