Most states sell these lists in one form or another.  

Any number of other companies that may have your number also sell their lists.

AND, employees for the DMVs and various companies have also been known to create and sell these lists without their employers knowledge.

However most likely they are using a system that just dials a number, increments by one, then calls the next number.

message said "You are currently overpaying for your auto insurance, press one for more information press three to be removed from this list". pressing three results in "this is not a valid extension" message. speaking to a human after pressing 1 results in rude conversation. this is not acceptable and I am asking for this company to be investigated. claiming to be the DMV, a government agency, is a federal and state crime.

Repeated calls from this number. I haven't answered, since I pay for minutes. Thank you for posting about this number!

Unsolicited call pretending to be a "public service announcement" that I'm paying to much for car insurance. Total crap. These places need to be run out of town on a rail.
