This is the number given from a caller using 607-397-8256.  When this caller calls the recorded message says "You are being sued by the IRS. Call immediately 509-207-4059 for details about the IRS lawsuit against you..."    It's either a joke or some kind of scam.  If you call back either number there is a fast busy signal or "Number has been disconnected" recorded message.
