Have had 2-3 of these over the past two weeks. Always come when I am in meetings so I have not picked up. No messages left.

Looks like 510 is a northern California exchange. Still working on it.

99% sure it's a UC Berkeley number. 643 is the prefix for most campus numbers. I'm a student there and just got a call from this number.

i also got a call from this number twice today.  i tried calling back and it just kept ringing.

I'm getting these calls too, although sometimes the last four are slightly different.  If it is UCB, maybe it some automated computer going haywire?  Has anyone ever had someone on the line when they pick up?
