Number called and NO Message! When number is dialed, the following phony recording is played, ". . .Due to network difficulties your call cannot be completed at this time, please try your call again later . . ." and call is disconnected.  This is clearly a SPAM/SCAM entity engaged in number spoofing, and other nefarious, mostly illegal activities to defraud people who are cold-called by a robo-calling boiler room operation.  DO NOT ANSWER!
