Unknown. but these out of area #'s are almost always SCAMS, collect creeps, SCUMS, "surveys", political beggars, etc. etc. In the past I rarely got a call on cell phn., but now it is daily and if I answer it costs me. Also they leave a SILENCE on the voice mail. These people are criminals of sorts that get away w/ harassment.
