This is probably an international caller spoofing their caller ID. the FCC is directing the phone carriers to start blocking international calls with spoofed caller id. Previously rthe FCC directed carriers to complete all calls regardless of fake caller id. The FCC is FINALLY waking up and realizing they and they alone are responsible for much of the international phone scams that prey on American phone subscribers. that it took so long is a testament to how radically the FCC has abandoned their mission in 2005 when they started rule changing that favored the big telecom's at the expense of the American taxpayer. The FCC actions during that time ushered in a period where the phone companies actually supported and profited from these scammers, and gave them access to technology that protected the criminals... and at the same time they threw out changes that supported small ISP's and small competitive phone companies, moving the Internet from the open market to a market dominated by huge companies with extremely poor quality and anti-free-market practices. This is just a small step for the FCC, they still continue to support the big communication companies at the expense of the general public.
