I also just received the call that the IRS is suing me and to call them back. I received other calls like this from other numbers, I wish they would stop!
The IRS does not initiate contact via a phone call, they first send postal letters.
The IRS does not threaten arrest.
The IRS does not demand immediate payment over the phone.
The IRS does not ask for Credit card, Debit card, or prepaid money card information, at all.
It is a scam ran by offshore criminals attempting to trick you into sending them money.
Hang up and report the call here:

I keep receiving calls from 512 994 3445 almost daily. The message they leave is very very difficult to understand, due to the East Indian accent. I do understand the part " YOU MUST CALL BACK IMMEDIATELY "! I just called, and left message that I had reported their nuisance calls, and take me off their list. Please follow-up. Thank-you.
Elissa, NEVER call back numbers that you don't know or recognize. What you've done is confirm for these scammers and any others that buy their telephone list that yours is a working number with a live person to answer the call. They don't care that you report them. They are thieves in India who are making a fortune from this scam. Don't help them by confirming your number. Consider getting a all blocker or downloading a call blocking app for your cell. Here's the 800 notes forum on call blockers and you'll find links to information on the IRS scam in DaFox's post just above yours. Cheers. :-)
