Yes. Never answering the unknown/unfamiliar reduces the aggravation, but I doubt if not answering, or, as I do, blocking subsequent calls from the same number has much effect. In 28 months of not answering and blocking, I have been scam called about 420 times, according to my detailed log. We, with phone numbers, have no power over these jerks. The FCC and FTC are woefully ineffective, much my chagrin and deficit.
Many people don't have unlimited minutes. A lot of elderly people get pre-pay phone in case their automobiles break down, some people don't really need a cell phone to chat on, so they get one to have it available if they need it.
Wal-Mart has options and plans for prepaid svc. Some choose prepaid to avoid long term contracts. I have a prepaid phone for virtually all of those reasons and purchase a minimum amount of minutes each month.
When people get unwanted calls, it eats up their minutes since these are prepaid and they lose them. Not everyone qualifies for government subsidized Cell phones and not everyone can afford unlimited svc.
Called them back, just to see if I wanted to add it to "block" list. Got on the waiting list of calls with no information on what I'd just called, so, hung up, and add to "block".
