That I had won 1.5 million dollars but in order to claim my winnings I have to get a Green Dot card and put $ 500.00 on it out of my pocket.

I too, received a phone call.  

Said I won 2.5 million dollars, second place in a drawing for Proctor & Gamble.  I could get a public delivery or personal delivery.  Needed to get a green card from Walmart for $950.65.  He said is name was John Davidson &  when he talked  he  did not pronounce his words very good.  I was sure this was a scam

Yes indeed, it was a scam.
