The caller asked for my husband (my cell phone by the way, he's never had this number) and when I told her she had the wrong number, she asked me to take a message. When I yes and asked what it is in regards to, she said "I have a situation to discuss with him". I told her to find his real number herself.

Caller left a msg as I was asleep, but he left another number, a toll free number to call back 866-421-4920. So I researched the toll free number and found out that this "collection agency" calls people somehow with numbers showing up on their caller ID as a local number to them. This is what causes me to believe it is a scam, also the site I found with the toll free number listed has a lot of people saying their credit is amazing and they don't have any owed debt. Please research your rights and be careful, sometimes debt collectors will harrass you and there are laws to protect consumers from harrassing phone calls by debt collectors. Both federal and state laws. Some states won't allow the agent to speak to the spouse or anyone else about the debt. They do have to give the company name when asked, unless your state says otherwise if you're not the person they are trying to reach. It just seems a little weird with different numbers popping up on caller ids that lead to the same toll free number and same company. I don't trust it.
